Questions about Level Eater

I'm building a deck right now but I'm curious about Level Eater's condition...

Level Eater eff states "This card cannot be Tributed except for a Tribute Summon." Synchro summoning with a Tuner monster, thus using Level Eater as a Synchro material monster ... Is it possible, or is synching with it considered a "Tribute" ?

you can because synchro summon has NOTHING to do with a tribute... so u can use mind control to take an opponents monster and use that monster for a synchro summon as well, even tho mind control says that the monster can't be tributed... or same with eater
