my question about this card is whether or not the first part is a cost or not

if ur confused wether it is effect or cost, here is a rule i use to distinguish, ( hope it's right Very Happy)

For example:
***if the discarding effect is a whole sentence, independant from others, meaning ends with a point Very Happy then it's a cost !
like lightning vortex effect :" Discard 1 card. Destroy all face-up monsters your opponent controls."

right there u see, it's a full sentence, on its own not related to any thing ==> Cost !

*** now if the discarding text is merged with the whole effect text then it's an effect and not a cost, like Dark World Lightning: "Select 1 face-down card on the field and destroy it, and after that, select 1 card from your hand and discard it."

here, we have the link "and after that" wich sends us to read the discarding text ! so it's merged with the effect text ===> Effect !

King's got it, and more often than not the "negative effect" will be at the end and not the beginning. Another thing to note is that even if it is connected it may be a cost. Such as "discard _ cards to _". That's a cost. If it said "discard _ cards AND _" it's not. Do you see the difference?
