ok im pretty sure that both players need to have a monster in the graveyard for this card to be activated, but i just want to check up on it, cuz where i look at sometimes doesnt have any TCG rulings for it that clear this up.

You cannot active it if either you or opponent have empty monster's graveyard.

Pretty self explanatory. It is mandatory that both players have a monster to special summon.

If the card text included "can select" then thats Different story lol.
