So, the text says: Your opponent declares a monster Level. Then pick up cards from the top of your Deck until a monster that can be Normal Summoned is picked up. If that monster is the same Level as the one declared by your opponent, send all picked up cards to the Graveyard. If not, Special Summon the picked up monster and send the remaining cards to the Graveyard

so,if my opponent declares 4, and then i pick up BEWD, will it be SSd?

and uh...we're having arguments with the rulings here with Shura of the blue flame and related cards with mystic tomato and other related cards with those kind of effects. They say i cant TT the SSd monster, is it true?

Yes. BEWD does not possess an effect that states something like "This card cannot be Normal Summoned". The monster's level is not an issue.

Also, they are correct because Torrential Tribute cannot be activated during the Damage Step, which is when the monster would be Special Summoned.

but then The effect of “Blackwing – Shura the Blue Flame” activates when monsters are destroyed and sent to the Graveyard at the end of the Damage Step. This is the same timing as the effects of cards like “Hydrogeddon,” “Blue Thunder T-45,” “Goyo Guardian,” and “Elemental Hero Flame Wingman [sic].”[1]

so, end of the damage step is still within the damage step then?just like the end phase within one turn?

Yes, it is still within the Damage Step.
